In Victorian genre painting, the image of a single needlewoman suggested industrial exploitation, but Forbes was less interested in social issues than in the pictorial possibilities of the figure in relation to the view of the harbour. When Forbes painted The harbour window he was experimenting with bright colour and tonal contrast.
